At the highest level, the Project Steering Committee (PSC) will provide the strategic guidance for project implementation through strategic decision-making mechanism and consultative process. The members of the PSC include representatives from Government of Pakistan (Ministry of National Food Security and Research), JICA, GoB, GoKP, and UNIDO.

For field level activities, the project aims to establish value chain platforms based on public and private partnership (PPP) in each province. The value chain platform will allow the validation of technical documents, decision-making on the business approach for the upgrade, and finally dissemination of international best practices. Various local governmental bodies along with the private sector and development partners are invited to join forces in this project.

The project is directly executed by the United Nations Industrial Development Organization (UNIDO) and activities are undertaken through a project office in Islamabad and Quetta.
